In the Street Fighter II Roleplaying Game Guide, he is half Japanese and
half German.

I seem to remember White Wolfs Street Fighter RPG saying he was 1/2
German, 1/2 Japanese, but of course, it is a) White Wolf, and b) Not
made by Capcom...

Shades of 'The Empire Strikes Back' go flying though my mind...

Think of it. Ryu is the 'young Jedi', while Gouki/Akuma is the 'dark
lord of the Sith'. I.E. It was a joke.

Ummm..excuse me, but there are a lot of asian men who look like that
picture and they aren't mixed either!! Does he look half because of his
eye, nose, facial feautures? Well let me tell you that lots of asians have
those very same characteristics!! I'll prove it to you!! :)
