I just need some clear instructions on specifically how to unlock
these characters. BTW, doesn't anybody else think the number of SF
derivative games out there is starting to look ridiculous?

Ok, for those who are looking for information, WWW.GAMEFAQS.COM is the
best place to look. Now...
There are 3 secret characters to be unlocked.
To unlock Guile, you must finish World Tour with 1 character at level 27
or higher. You should have at least 1 -Ism mastered. After fighting Shin
Bison, you will go to the US. Beat Guile and you get him.
To unlock Satsui no Hadou Ryu, you must beat World Tour at least at level
29. You should have at leasts 2 -isms mastered. Beat him and get him.
To unlock Shin Gouki, you must beat World Tour at level 31. You should
probably have all 3 -isms mastered. Beat him and get him (select Gouki
while holding L2, I believe).
There *is* another way to get them all, and that's the Time-Released
mode. Let the game run for like 100 hours or something similar (according
to the timer) and you will get them. Seeing as World Tour should be much
easier, just do that ^_^

wich is why SFZ3 rocks, its got EVERY character in the SF series
except the crappy SF3 and ex games
Though there are 30 SF games, and perhaps it looks ridiculous, I
couldn't care less! SF rocks!

It isnt really for nothing. You can customize him with -ism pluses, and use him
in other modes. Kind of cheesy to use world tour characters in vs. mode though,
as they can be a little overpowering.

It doesn't matter how many *perfects* you get, it matters about your overall game.
If you score a lot of points, you will do better, simple as that. If you don't,
you won't. If you get 10 perfects, and then proceed to *barely* win each other
match, and have very little time left on the clock when you DO win, you probably
won't do so hot. Beat them hard, beat them fast, beat them with a lot of life and
beat them with a super combo. That's the sure-fire way to beat World Tour

I don't know what you're doing wrong. The first time I went through
World Tour (just yesterday), I 'mastered' all 3 -isms and hit level 32,
without really even trying.. I had all the -isms mastered before I even
hit Guile, in fact.
This is using Ryu, BTW. I don't know exactly how many perfects I
got, but it was a *lot*.. love that cheap re-dizzy combo. "Too easy."

The redizzy is escapeable. There's a small window to flip after the hurricane
kick. Also the jumpin has to be a fierce or roundhouse Plus they need to be hit
standing up and near the corner for the dizzy and the redizzy to connect
properly.

Kyaku. The combo goes: Jump in, low strong, roundhouse Tatsumaki Senpuu
Kyaku, low strong (juggle, unflippable), roundhouse Tatsumaki Senpuu Kyaku.
Yay, they're dizzy. Now do it again and they'll be dizzy once again.

A slight mistake. It's easily avoidable by flipping between first
HK and low strong. But if you know opponent will flip, you can do a
variety of things such as air throw and etc. But the most deadly option
you can do is back up a tiny bit, wait for the tech, then do back fierce
into fierce DP. Those 2 hits will re-dizzy opponent also. Of course, you
can avoid both the low strong, HK and the fierce, DP, re-dizzy option by
doing a fast tech with timing.
