I don't have a list, but I can help you a little.. ok, the freeze is I
suppose the "statue"... Get near an opponent, charge back for the sonic
boom... hold straight back and hit roundhouse, your upside down kick will
come out, now JUST before he returns to normal standing, throw the sonic
boom, the result being guile freezes in a strange pose and you can get out
of it with a flash kick or just get hit by the opponent..
The reset... charge for a sonic kick... be RIGHT next to the
opponent.. now comes the hard part... quickly roll to forward, hit
fierce, then roll to UP and hit roundhouse... basically you are forcing
the CPU to figure out whether you wanted a throw (the forward fierce) or a
flash kick (the up roundhouse). Keep in mind, you must do it pretty damn
fast... so roll to forward hit fierce then immediatly up and
roundhouse....
I never could do the handcuffs or the invisable throw so someone else
can help you there.... but I DO know that the handcuffs are done in a
sorta similar way to the reset, but you use forward and strong? or
something like that.... I could NEVER do the invisable throw though.....
Hopefully someone else will reply, cuz I want to try it out as well on
our original sf2 machine here as well!

1) the Freeze. Tis is useless, except against the CPU. It's a
upsidedownkick buffered into a sonic boom. COnfuses the CPU no end, and
yuo cannot be hit by Vega's slide.
2) Handcuffs. this is a strong throw buffered into a flash kick.
3) Reset move. This is a Fierce throw (backbreaker) buffered into a
flash kick.
4) magic throw. THis one is really unfair. THis one is a fierce sonic
boom and a roundhouse at teh same time from somewhat close range. If
you pull backwards before you press the buttons (charge back, then do
forward-back, Fierce+Roundhouse) you have the Reverse Magic Throw. this
move is REPEATABLE! It takes people out of a dragon punch, it takes
Vega Off the wall, and it takes ut peole who aren't even STANDING!
Sometimes called the "gun in his boot" move, cause he reaches down to
his boot and the other guy falls over, so he must have had a gun
there... This move releases someone from the handcuffs.
There are four revisions of Street Fighter 2. The first one is rare,
and has standing axe-kick hits the car even when the roof is gone. The
second version has Guile's bugs in it, as well as some Dhalsim bugs.
The third version has just Guile's bugs. The fourth version ha NO guile
bugs, but does have Dalsim's invisibility bug! (they brougt it back
cause everyone liked it.. :) ) The fourth version has ALL flash kicks
at the same height.
I don't know how to do Dhalsim's bugs, but I think the invisibility move
involved a kick buffered into a yoga fire or something like that.
And, let's not forget the red fireball of Ryu and Ken, which was kept in
Championship edition and Hyper Fighting cause it looked cool. This just
happened sometimes...
One further point - when you are in the Freeze, playing against Vega, you
can get into the Handcuffs stance quite easily. Firstly, you must be in
the Freeze stance. Secondly, charge down like you are about to do a flash
kick. Thirdly, you must wait for Vega to slide at you (he won't hit you).
When he slides at you, quickly perform a flash kick using both strong and
forward AT THE SAME TIME. Note - this must be timed at the end of Vega's
slide, where he has appeared to pause while still in the slide position.
Doing the same with fierce and roundhouse resets the machine.

When you are in the Handcuffs stance, you can also perform the Freeze. The
method is the same as mentioned above.

I have actually found that you don't press both fierce and roundhouse at
the exact same time. To do the magic throw, you must charge back, then
push forward and roundhouse, and almost a split-second later, push fierce.
The effect is similar to drumming your fingers on a table.

All the above moves I have added work on all the SF2 machines here in New
Zealand. I don't know what version these machines are, but from what is
written above, it sounds like either version two or three.
Can be done (only in Original SF2) by throwing and doing his sommersault
shell at the same time.
Charge DownBack, Then Toward + 2 (strong) then immediatly roll upToward
+ 5 (forward)
you can get out of this one by doing a Sommersault Shell (AKA
flashkick).
Also there is the statue for guile:
Can be done by interrupting his Close roundhouse kick.
Charge Back, Jump 3 (fierce), 6 (Roundhouse), Toward + 3 (fierce)
the only important part in this is the Close Roundhouse and the sonic
boom, I added the jump so it was easier to get close to opponent. You
get get out of this move only if your opponent does a special move to
you.
I know also that there is a bug to crash the machine for Guile and
Dhalsim and also of bug that make Dhalsim disappear, but I cannot
remember.

Handcuffs ..
Same as the Guile Reset, but use the Forward and Strong buttons ( the
middle ones ) instead.
i.e. Close, Charge down, Up + Strong, Forward immediately afterwards
( you can slide you finger down the buttons, so that Strong is
pressed immediately before the Forward button )
You don't need to move the joystick to the Forward position at all.
To get out .. do a Magic Throw ( see below )
[ Punch Buttons are : jab strong fierce ]
[ Kick buttons are : short forward roundhouse ]
Magic Throw ..
Best of the lot.
Charge Back. They must be reasonably close ( 1/4 of the screen )
Forward, Back + Roundhouse + Fierce. Press the Roundhouse a split
second before you press the Fierce.
This can also be achieved by :
Charge back, Forward, hold for 1/2 a second ( or less ) then
press Roundhouse + Fierce.
Practicing this is easiest against Chul Li and on the Car stage (use
a crouching roundhouse to charge up blocking )
Dhalsim Reset ..
Yoga Flame, but with a Forward or Roundhouse Slide just before pressing
the Punch button. I can't remember what buttons you need to use, but
it my require Forward slide/Fierce Yoga Flame or Roundhouse Slide /
Strong Yoga Flame .
There is some method that can be used to go from the Handcuffs position
to another Handcuffs position ( on the other side ). But I am not
sure what I need to do this.
There are also rumours of Ryu & Ken having a continuing cyclone Kick
( that carries on across the screen ) but I have neve heard confirmation
of this.
See ya

A good name I've heard for this is the "Guile Shutdown".

How do you tell the difference without actually playing the game? Is
there a serial number or something on the PC board?

One time I was playing this guy (I consider my self somewhere between
above average and damn good) and this guy was doing freezes and
handcuffs all over the place. Kind of pissed me off, but it was
pretty funny at the time.
