The weapon box key opens the locker in the lab towards the end of the game.
If you're Leon you'll get the Magnum parts (yes!) and if you're Claire I
think it just gives you grenade ammo. The locker is in the room before you
get the Lab Key Card, where good ol' Willy gets capped by the guards in the
storyline. As for the red herb, mix (combine) it with the green to get a
full-healing herb, or mix it with both a red and blue herb to make a "full
healing and cure poison" herb. It does nothing on its own except take up an
inventory slot.
