There's a couple of ways around this. The first is to use a CD-ROM
emulation program such as Daemon Tools. The free version of this will
allow you to mount up to four images of CD-ROMs as if it were an actual
drive. It also emulates various copy protection schemes that make it
work with most games. You can get it at:

You'll have to create an image of the disc first. If you want this
capability built into Daemon Tools you'll need to purchase a copy. The
free version doesn't have this capability. But there is a free program
that will let you do this:
ImgBurn is a great program that lets you create images of discs as well
as burn copies of discs. It's also free.
The other alternative is to get a patched version of RCT.EXE. You can
find these on the 'net by searching for "NOCD RCT". However, because
these are patched copies of the software there are no guarantees they
won't cause problems.
