Is there any way to play CTF with Weapons of Destruction or Rail Only? And
how do you get the hook that I see everyone with on the CTF servers???????

CTF + Weapons of Destruction, no. Sorry.
CTF + Rail Only, yes. Use GameSpy to find CTF servers with the name
"Railwarz" in the title.

To play regular (not Rail Only) CTF, bind a key to "use grapple". For almost
any other hook bind a key to "+hook".
