Train them from pre-evolved forms untill they know all the attacks and
then
Evolve them. (Most pokemon in the begining state will learn the
powerfull attacks quicker then their evolved forms- Take dratini for
instance, he learns Hyper Beam at Level 50, in the dratini form,
Dragoniar learns Hyper Beam at level 55 and Dragonite learns Hyper Beam
at level 60 ) And dont use rare candies on pokemon you intend to
raise. Use them on pokemon that you trade for with other inplanted
trainers in the game.

You must Trade for a Pikachu from Red/Blue, and evolve it with a
Thunderstone,
Trade for one from Red/Blue,
Trade your pikachu to Red/Blue and have them evolve it and Trade it back
to you.

To get Raichu you need to trade for it.
