Mid-air near Saskatoon

How can something like this happen in this day and age?

There was at least one Flight Plan filed for the PA28. The Lake Bucaneer pilot was not required to file a flight plan for a short local flight.

Any guesses about how this tragedy could have been avoided?

Hey Jeff. Fancy seeing you hear! I agree. Amazing that these things
happen. How can two small objects, relatively speaking, coincide with all
that clear space above, below, left and right. Do you think BOTH pilots are
negligent for not keeping a proper lookout?

Had it been two cars smashing each other to smithereens in the same way, it
might have made a side note, but now aircrafts are involved, it makes
headlines for some odd reason, guess it just shows how rare air crashes are
:o)

The link that Jeff posted is scrambled on usenet, but anyway, there was
mid-air collision at a local airfield here, two aircraft on the same
track, one aircraft vertically above the other descended and hit the
lower one. Neither pilot could see the other.
