Fish in the map of Colonization

Since I got Colonization to run again with Sound on my Windows PC (using
DOSBOX 0.72) I?m bothered by the random map generator in the game.

Colonies are limited in number so I naturally want to have "perfect"
places to colonize (preferably with not only 1 but 2 resources).

But the random map generator even when selecting to start in america
places those fish swarms so often two tiles away from the land - out of
reach for any colony to actually use it :-(

I know that Colonization originally was intended to have colonial cities
that could be upgraded to make use of those land tiles up to 2 hexes
away - but that never was implemented.

Is there any way to change that? So that the fish swarms are placed only
adjacent to land so that colonies placed on land always can use them?
