Fallout 2: How do I get fuel for my tanker??

Right, I've been told that there are various ways to get the fuel for the
tanker but as I am playing a chronically bugged UK game the following
methods don't work as the game hangs in conversation mode.

1. Helping Badger's Girl. Once she is rescued and you talk to him, it hangs.

2. talking to Dave the Hubologist, He doesn't want me to ask the girl out
for him.

3. Talking to Ken Lee. - When you give the vertibird plans to the
Scientist - it hangs in conversation.

4. trying to hack in to the Emperor's computer system, I try to direct the
fuel and it says I must set a destination.

I had the same conversation problem with Rebecca at Vault 15 and the Big
deathclaw at V13, up until then it was fine.

Any help appreciated.

As you can see I am quite a way through the adventure and don't want to have
to start it again. I am also considering writing a grouchy letter to
interplay. Fallout 1 was great why does this have to be such a large pile of
steaming Brahim dung?

To get fuel for the tanker, you have to hack into the Emperor/Shi
computer, although you probably know that by now. However, you wont get
the option to diver the Shi fuel to the tanker until you have spoken to
the Captain of the tanker, who will tell you everything you need to get
the tanker moving again.

The captain is just up the stairs from the bar. Once you rescue the
girl, you dont need to speak to her again.

You dont need to give the Vertibird plans to Ken Lee, because he will
simply tell you to give the plans to the Dr. Wong, which is the first
scientist in the first room to the left when you enter, the same guy
that bought Chip's spleen.

As for Dave the hubologist, I dont know much about that. I killed every
last one of those scientologists.

Also, I heard the UK patch is finally out, but patching FO2 in the U.S.
version causes you to lose your savegames, and the same might be true
for the UK version, so verify this at Interplay's site before patching
your game, unless you dont mind starting over.
