stuck in 'apprehension'

Can anyone help me please. I'm at the end of the Apprehension section (I
think), I have killed everything that moves (except the scientists),
including the female assassins, but the lever to open the surface access
shutters won't move. It makes a noise and moves a couple of degrees, but it
sounds like they're stuck. I have been back and forth to the start of this
section where the train falls through and can find nothing that I haven't
shot/ opened/ moved but still I cant get the shutters open !!
Can anyone tell me where I'm going wrong ? I'm sure its something stupidly
simple but I cant find it

It is really simple...you have to hold the use key on the lever until it
stops moving.
I ran around that room for awhile because I thought that maybe I hadn't
gotten all of the assassins.

Terribly simple.

Hold down the 'use' key. Some things you can tap it; others you
have to hold it. I would have thought you'd have run in to this already.
