Help ! Surface Tension storm drain

I know there are a million of these cries for help posted but I have read
the walkthroughs etc. and I am still stuck.

In Surface Tension I have negotiated the minefield and found the storm
drain. However, after ages looking I cannot find the wheel to open the storm
drain cover. Any ideas where it has got to?

Its in the bottom of the Gaurd tower before you go on to the mine
field.

If i remember right its back before the minefield, maybe inside a guard
tower when you are at an open area with a helicopter? Hope this helps.
