Yes, but Spetator mode does not show the other person's crosshair
sprites, only your own. I don't know what the DoD spectator mode
crosshair is, although you may be right in thinking that the OP is
confusing his own spectator mode crosshair with that of other people's.

Wait... I just realised you are the original poster.. d'oh!
It's late and ..er..
Anyway.. Spectator mode, that crosshair you are seeing is the spectator
mode crosshair sprite.. As for what file you need to alter to use that
sprite as a crosshair for one of the other weapons, I wouldn't know.

A custom set can contain up to 16 different crosshairs which you can
switch between them by entering the console command:

I'm not sure how many different types there are in the default set (I
belive there are some colour options such as red,green and blue
versions, not sure about style).
