Actually only if you pushed Esc and *didn't* use the in-game server
lists to connect to games. Esc in of itself does not restore sound, it's
the main menu that restores sound. If you use a third-party utility or a
direct server shortcut to connect then pushing Esc takes you to the main
menu and thus restores your sound. To get to the main menu from the
in-game server list, however, you must exit your current multiplayer
game (for whatever reason), and therefore you couldn't restore sound
without exiting what server you were playing in. 1.6 has no problems
however as the GUI is much more developed.

As i explained before, if you add "-win 800" or any other number for your
resolution you want to play, to your shortcut, you make CS play in windowed
mode and you can alt tab to any number of other applications without losing
sound ...

Many people would prefer not to use windowed mode, however, and thus
that's only a partial solution. I've used windowed mode and didn't care
for it - I want my game all up in my face on the entire screen. With 1.5
using the info I explained above anyone could use full-screen and still
restore sound after switching to other apps, and thus my post wasn't
"wrong" as you claim. With 1.6 there is no need for any of this since
sound doesn' go away anyway, so it really matters not.
