You have to get into the airport and the ways in are get the pilots licence or
jump over the wall of the airport in Los Santos, steal the small aircraft. Fly
that to San Feirro airport and look for the small helicopter (the rest are
locked until later).
The only problem you have is a four-star wanted rating which brings jet
fighters after you. But if you head to Las Venturas and find the big hanger in
the airport there you can get the 747. Just back it out.

"Found"? I don't think you find one anywhere in the game, other than the
mission where you have to steal it. Where did you find it?

Yes. Look on the map. Just northeast of Easter Bay airport is a long tunnel
leading from Red County to near the Panopticon. Take a decent car, go to the
top end of the tunnel, and floor the gas. When you get to the end, you will
fly out of the tunnel and land in Easter Bay airport.
Now get out of your (probably burning) vehicle. Nearby to your right, there
should be an unlocked Maverick. Enjoy!
Alternatively, if you can find the crop-duster (in the hills overlooking the
airport), you can fly in.

jetpack? I found one in San Fierro and have it straped onto my back when its
chosen but it does nothing.
2. Is there a way to get access to a helicopter early on in the game? I am
in San Fierro, recently started the import/export crane and want to use a
helicopter to get around quicker.

2. Climb over the entrance to san fierro airport and head towards the right
and go up the ramp. Go over to the hangers to your right in the distance,
there is a maverick there.

that's probably the parachute, not the jetpack. you'll steal a jetpack
and use it to escape during the desert/las venturas missions

there are two small helicopters in the San Fierro airport which are
unlocked and two large copters which are locked. there's also a copter
in the village directly north of gant bridge (where the boat school is)
you'll get a wanted level for going there but it's close enough to
Fierro to be able to grab the copter and get back to Fierro without
being shot down, so land it in Fierro and get rid of the cops (don't try
to get it in your garage though, chances are it'll blow up before you
can get it in and even if you do it'll blow up before you can get it out
again)

...or you could just climb over the wall in SF airport.
...or jump in from the long tunnel.

To answer another possible question. To use the parachute, simply jump from
a high place and press the use button. The chute will open.
