I wonder how to build this mutant w/six arms, white hair, and
sunburned colored skin. Triple max mental mutations and select
physical mutation besides six-arms/multidexterity?
Thoughts, Ideas??

Would this be a Non-Player character? I'll have to look this guy up on
Google and read more about him. Does he have any interesting special
abilities besides what you mentioned? Is he good or bad?

Yep, took on the active team at least twice alone, once or twice
with the Brotherhood, torwards the end of New Mutants era, was
one of the foes of Longshot's first set of four. Definate 'Baddie.'
Also a sidekick of Mojo...
