Same thing happened to me. Brian Reynolds posted the fix a few days
ago (thank you, Dejanews!). I can attest that the workaround works,
but it registers you as having cheated. Fortunately the screen
*after* the main score screen still shows you your score. (I only
got 143% for Transcending! ???)

You've probably got all of the "victory options" unchecked on the
custom rules. We've discovered that this can happen w/o your knowledge
if you select the "use current rules" option at the beginning of the
game (you're okay if you either "use standard rules" or "use custom
rules").
This is a recently discovered issue and has been addressed for the
version 3.0 patch which will be ready soon.
To work around this in your existing game, do the following:
(a) turn on scenario editor (ctrl-k)
(b) From the "Scenario" menu, select "Edit Custom Rules"
(c) Turn on all the victory methods
(d) turn off scenario editor (ctrl-k)

I'll send anyone the file in hopes they can figure out why I haven't
won yet. I've noticed a few other postings complaining about this
problem as well. Has anyone solved it yet?
