im new so sorry if this is wrong place but my ffvii pc version 'freezes' after a black screen

whenever i get to cosmo canyon after getting my party together, i go to
the observatory and the thing starts, then the screen goes black for 1
second, starts back normal, (after being pefectly fine the entire game)
'bugenhagen' goes up (to float in the air...) and aeires says "wow a
shooting star" then the screen goes black, for 1 second, then goes back
to normal except its 'frozen' and nothing happens no matter how long i
wait or what i press. the only thing that i can do is press ctrl + q
and press left or right arrow to move to yes or no and press enter to
quit.
