I think it goes like this:
Goug
Goland (Coal city) bar
Lesalia (Beowolf joins)
Back to Goland for series of fights in the colliery
Back to Goug
Zeltennia Castle bar (path opens path to Nelveska temple)
It seems to me if you have Worker 8 you should be able to get in.

If memory serves, I believe you need to be at a certain point in the
story before that battle gets activated. Have Beowulf and Reis joined the
party yet? You need to complete these tasks before fighting at the temple
by visiting Goland and reading the last rumor, then go to Lesalia where you
meet Beowulf, return to Goland and fight the four battles, then return to
Goug to activate Worker 8. After accomplishing all this you can enter
Nelveska.
Gourmet
You can only fight Nelveska after you have killed Dycedarg and Adramelk in
Igros Castle! Check to make sure either Murond or Orbonne is open with a
red (battle) dot! If not, then you need to complete more of the main
storyline!

***** Colliery Underground *****
Note: You can start Colliery any time in chapter 4
Go down to Goug Machine City. There you will get a little scene if Mustadio
is in your party still (if not, you can't get any parts of these subquests).
Next, trek up to Goland Coal City and talk to the bartender about any
"rumors." Read them all!
Now, head north to Lesalia Imperial Capital and you should see a scene in
which a hunter, "Beowulf Kadmus," ex-leader of Lionel's Holy Knights and a
heretic just like Ramza, offers to help you. Take him up, and he will join
your party as a guest. Now , you may think he is just another oracle, but
his magic sword ability is much more effective and all spells are cast
immediately (and some are cheaper on MP, as well...)! He can be a great
annoyance to your enemies! Anyways, a new battle point should appear
atGoland Coal City.
Now, go to Goland Coal City and fight this nice string of 4 battles.
<Battle: Colliery Underground Third Floor> The first is a fight five of
Ramza, Beowulf, and 4 others against (GULP) a phalanx of 5 chemists! Damn
that Phoenix Down! If you've got Orlandu and Meliadoul, this fight is a
piece of cake! If not, this can be very hard... Try to break or steal their
Mythril Guns to avoid massive damage...
<Battle: Colliery Underground Second Floor> The second fight puts Beowulf,
Ramza, and four others against 1 Chemist, 2 Thieves, one Behemoth, and 1
King Behemoth! Poach the Behemoth and King Behemoth, and make sure you steal
the Chemist's prized Blaze (Glacier) Gun! That thing, in a magically
inclined person's hands, can whupp anything with an extremely powerful blast
of Ice, Ice 2, or Ice 3! It's one of the three magical guns, so don't miss
it!
<Battle: Colliery Underground First Floor> The third fight puts Beowulf,
Ramza, and four others against 2 Chemists, 2 Blue Dragons, and 1 Uribo.
Poach the Blue Dragons and Uribo for some great items, or invite the Uribo
and keep it alive. After this string of fights, you can take its offspring
(if you have room for some) and poach them for extremely great items, such
as the Defender Knight Sword! Remember to wear Ice absorbing equipment and
don't use Ice weapons (use fire weapons instead) on the Blue Dragons.

<Battle: Underground Passage in Goland> The Fourth Battle puts Reis the Holy
Dragon, Beowulf, Ramza, and 3 others against Sinogue the Archaic Demon, 2
Ochus, and 3 Plagues! If your people don't have Barettes or Ribbons
equipped, the Plagues can really screw them up. Poach them first, and make
sure Reis doesn't go down for the full count. Kill/Poach them all quickly
and you'll have no problems.
After this battle, you acquire another Zodiac Stone and both Reis the Holy
Dragon and Beowulf the Temple Knight join your party as full members (like
Agrias) if you want them to.
***** Goug Machine City *****
Note: This event will only take place after you have opened Bethla
Garrison's flood gates and Orlandu
("T.G. Cid") has joined you party.
Now take that stone back to Goug and if Mustadio is with you, Worker 8 will
join your party if you want him to after a funny event in which Mustadio
really gets it!
***** Nelveska Temple *****
Note: You may only do this after the battle event at Igros Castle in which
Zalbag is supposedly killed and Ramza + Crew take out Dycedarg and Adramelk
(A member of Lucavi)
Go to Goug Machine City and you will get another of those "found a machine
that needs a new zodiac stone to work events."
Now, go up to Zeltennia Castle and go into the bar. Check out the rumor of
Cursed Island Nelveska, and a new battle event appears north of Zeltennia
Castle
<Battle: Nelveska Temple> This battle puts Ramza and four others against
Worker 7 * New (A Steel Giant), 3 cocatoris, and 2 hyudras. Try to invite at
least one hyudra, because they are very powerful! Also, their offspring
(Hydras and Tiamats) tend to be mre powerful than T.G. Cid! Kill Worker 7 *
New ASAP, or you will be in hot water! Note that after you kill him, he will
come back with 1 HP left, so knock him with your most accurate attack,
because you definetly don't want to miss! Also, if you have someone with a
Move - Find Item movement skill equipped riding a Black Chocobo, move him
atop the pillars for 2 incredibly powerful items, the Escutcheon Shield (75%
Physical Evade, 50% Magic Evade) and the Javelin (30 Points of Attack
Power)! Those researchers really know how to enhance a weapon! Well anyways,
after the battle, you get yet another zodiac stone and Reis rejoins your
party as a Dragoner! Holy Breath!
Now go back to Goug Machine City and use the stone. Cloud Strife (Yes, THAT
Cloud Strife, from Final Fantasy 7) breifly appears and disappears.
***** Zarghidas Trade City *****
Note: This event only happens if you bought a flower from the flower girl
earlier in the game and after Cloud appears at Goug Machine City
<Battle: Zarghidas Trade City> You fight this one with Cloud, Ramza, and 3
others against two squires, 3 thieves, and 1 monk. These guys are wimps!
Toast 'em and Coud joins your party as a member if you want him to.
Thus concludes my lesson on the chapter 4 charachter subquests excluding the
deep dungeon, which is next:)

Although, the summon spells could've looked more realistic like the magic
spells, which are, in my opinion, much better than Final Fantasy 7, and the
spelling wasn't that good (Rich for Lich, mixing up names of Glacier Gun and
Blaze Gun, etc...), Final Fantasy Tactics is probably the best game
currently with the name Final Fantasy on the cover!
