FFVII - ... where the underground pipe is!?

In Wutai, somebody in the pagoda told me:
"You say there is some unusual Materia where the underground pipe is!?
But first you gotta get it from a monster and unless you use your head,
you won't be able to do it."
Well, I didn't have a chance to try to use my head since I don't
even now what this 'underground pipe' is. :-(
I have the Water Scale (or something like that) so I did get beyond the fire
in
the cave in the mountains with the big statues but aside from a
few items I did'n see any underground pipe.
I also used the big bell and entered the secret passage under it.
No monster there either...
Maybe just a little hint would help?

I could be wrong, but I think by ground they mean water... and that's
later.

It's probably the Earth Harp from Emerald Weapon which allows you to trade
the Harp for 3 Master materias. It's underwater.

street, and find the elevator that takes you down to the ocean floor.
