I have the suitcase for Mr. Bishop, and whenever I give him the suitcase, he
says the guy who gave it to me has slipped there a note that I cannot be
trusted, and from there on all three dialog options lead to a fight.
A number of problems rises from this:
1) if I just go up to give the suitcase, I have my party with me, but cannot
do anything with Bishop's wife/daughter (or at least I guess that much).
2) if I go up with Bishop's wife, I'll have to face Bishop & his bodyguards
alone. Not a problem, but when I return to the 2nd floor, Angela Bishop is
ready to join the fight with the bodyguards (and I'd like to party with her
too, I've heard there's something in the end animation because of it. But I
don't want to know it now and here...). And I still have to fight all of
them alone.
3) haven't tried this yet, but I'd guess that if I go up with Angela first,
I could have it all (although I'd still have to do it alone). Or probably
not. How would mrs. Bishop react to his husband and bodyguards being killed
?

Probably can't get it that way, so I'd rather get the two first and fight
alone, if I can choose. What can I do ? Wait until next level and spend the
points to speech and HOPE I can weasel myself out with the dialogue with Mr.
Bishop ? Try that "Angela first" trick ? Something else ?

Don't do anything to make Thomas Moore think you can't be trusted. Agree
with him wholeheartedly and whatever you do, don't try to blackmail him
about his connections with the Bishop family when he gives you the
suitcase. Then the note says you are to be trusted.

If you have the suitcase with the note that says you are to be trusted,
Bishops does not seem to notice that you have just come from his private
apartments. The same is true if you are returning from one of his
missions. It is possible to go with both women that way, although if you
do decide you want to wipe the Bishops out and you want to leave one of
the ladies alive, do the killing after leaving her in her bedroom. If
you want to leave both alive, go with Angela second and don't go back
into the room where Mrs Bishop hangs out. Either of them will attack you
if you have started to kill Bishop or his men.

If you are in New Reno and the note has been slipped in already, you are dead
anyways so you have to fight the guards.
I have found a way to get out of the top floor without facing Mr Bishiop and his
goons. After you had your adventure with Ms B or Angela B, loot all the lockers
without setting off the traps (duh) and open the door to Mr B's office, do not
enter but click on the stairs while you are still in the hallway. you walk right
past them because they do not interrupt your action. Looks like a bug made the
feature status.
