I think that you are confusing training points with AA points.
You get 5 training points a level
You can only start getting AA points at level 51 (or is it 50 ?)
General wisdom on AA points is not to bother with most of the AA skills
till you are level 60 (as level is king) with the posible exception of
things like run speed.
The docs that you have read may be talking about traning points, but I'm
not sure what there is for a wiz to save up for (never played one). The
only thing that I can think of would be specialise, but I'm sure that
you get that before 30 as a Wiz.

I have never hear that you could exchange Training points for AA points.
It would be sweet, but I doubt that they would ever do it.

Other than languages I don't think that there is much use for Training
points after about level 30. Oh and starting all your trade skills.
I'm sure that someone will correct me.

Yep, but if there is *nothing* else to spend your points on then you may
as well spend them on languages :-/

As Jim pointed out, you dont' need to fret over AA points until level
51, as until then, you can not divert any of your reguar xp into AA xp.
Your training points you can invest as you see fit, but many people keep
them for tradeskills and such, since your casting skills will go up
through normal use if you are diligent about it.
For AA, yes, the conventional wisdom is to just get Run Speed 3, which
will cost you 3 AA points, and then forget about it until level sixty,
since no AA skill is worth as much as level sixty with the possible
exception of RS. That's a good one because it will allow you to outrun
most any normal mob without worrying about having jboots, tboots, sow
potions, spells, etc. PLUS it works in dungeons. It's of great value, if
only for that reason.
You'll need to spend six points on general skills initially. Three on
run speed, three on whatever else you like. Most wizards seem to go with
the natural improved regen (you heal faster) though some take other
stuff like improved bandaging if they solo a lot.
Then you'll need to spen 12 points on archtype skills. (Only available
after level 55 by the way). If your goal is manaburn, then you only have
one choice. You'll have to spend all 12 points on the improved mana
regen ability. (Damned if I can remember the name on one cup of coffee
and too lazy to look it up.) This is a prerequisite for MB.
Then, after 59, you can dump the rest of the points required into your
Class type skill to get Manaburn.
Good luck. I've got a grand total of runspeed two myself as a level 54
wizard, because I just can't break my leveling addiction long enough to
just flush it into AA.

Currently, there is no need to max research. My research is at 171, and
since there are no research-only spells that I'm both missing and actually
give a damn about, there is no need for me to ever spend another point on
it.
PoP might change that (there is some uber loot with +research skill mods,
which would be totally useless unless they plan to introduce some kind of
high level use for the research skill), but until then, I'd hold off.

In general, I'd save training points until you need them. There are several
good quests in the game now that require things made using several
tradeskills, so if you decide to take up those tradeskills, having a bunch
of points to spend to jumpstart things can be nice.

There are also some languages (like orcish) where it is very hard to find
someone who already speaks it.
This has the advantage that then you and the select few you teach it to
can use it as a private lingo. :)

Just don't expect it to be too private. Verant does not disguise the words
all that well. I can often make out what was said in a language I do not
know at all. Not always by any means, but often enough that you should not
expect it to be private.
