I once gathered up a bunch of +charisma stuff for my ranger. I had
about +15 total. I checked a jewelry store, and with all of the extra
stuff, the 140pp ruby was I think 6 gold cheaper. I was less than
impressed.

Not always. My guildmate and I tried this last night.
Purchased: 1 platinum bar, 1 sapphire. (both 105 platinum each).
My friend: Human, normal faction, 75 chr.
Me: Human, normal faction, 123 chr + Benevolence.
Merchant in question: Jade (North Freeport jewelry salesgirl)
Cons indifferent to my friend. Cons amiable to me.
To both of us, everything she sells was
identical in price. I suspect it's deliberate
on Verant's part to make sure that Jewelcraft
can't be "muled" for cheap with dummy,
pretty 1st lvl chars.

Three CHA is not enough to save you a few pp on a 14-24 pp spell. A TEN
point swing in CHA from 60 to 70 saved me barely ONE pp on a 16pp spell.
I'm not disputing its usefulness .. just clarifying the amount.

Unless that 3 charisma brings you over the next 10 level it won;t make
any difference. Making this doll no drop is retarded.

Large leather boots? Wow, I'm really glad they made those dolls
nodrop. Otherwise people would be abusing this quest by doing it over
and over and over again, and building up a massive shoe collection.
(Actually, I can hardy believe that it would be leather boots.
Probably raw hide, if not patchwork.)
You get a random item. It is usually tattered armor or rawhide armor.
It can be other things.

The Medal of Valor you get from the Gnasher's Head Quest in Qeynos is +5
Cha and no drop.
If this is part of a larger quest, I've never heard about it.
