I have seen it for sale on vendors in the Commonlands, but I believe it
was in the "bought from PCs" section. This may be one of the new Foraging
products.

Kiola sap is found on many bartender vendors around the freeport area. I've
found it in the Inn's in the commonlands, Oasis, and even freeport itself.
I'll be looking for more today as I travel around Qeynos and Halas.

Just about anywhere now. It was added in the last patch, and most
bars seem to have it. So, what's the recipe anyway?

Heady kiola recipee is posted in brewing area.

Heady Kiola = 2 kiola sap + 1 water + 1 bottle [this is used for
tailoring skill]
TAILORING:
The size of armor depends on the pelt:

Large armor (Barbarians, Ogres & Trolls) = Bear pelts
Medium armor (Barbarians, Elves, Erudites, Half-Elves & Humans) = Cat
pelts.
Small armor (Dwarves, Elves, Gnomes & Halflings) = Wolf pelts.

Below are recipes for creating various items through tailoring:

Cured Silk Cloak = 2 Silk Swatches + 2 Heady Kiolas [brewing skill] +
Pattern
Cured Silk Mask = 1 Silk Swatch + 1 Heady Kiola + Pattern
Cured Silk Shoulderpad = 2 Silk Swatches + 2 Heady Kiolas + Pattern
Cured Silk Sleeves = 2 Silk Swatches + 2 Heady Kiolas + Pattern
Glowing Silk Gloves = Silk Gloves + Greater Lightstone + 1 Heady Kiola
(I'm not sure if this is right)
Hand-made Backpack (10 slots instead of 8) = High quality bear skin +
backpack pattern.
Patchwork Armor = Ruined Pelt (per size needed) + Pattern for type of
Armor
Raw Silk Armor = 1 Silk Swatch (two for leggings and tunic) + Pattern
Reinforced Leather Boots = High Quality Pelt (per size needed) + 3
Steel Bores + Pattern
Reinforced Leather Bracers = High Quality Pelt (per size needed) + 1
Steel Bore + Pattern
Reinforced Leather Cap = High Quality Pelt (per size needed) + 2 Steel
Bores + Pattern
Reinforced Leather Cloak = High Quality Pelt (per size needed) + 2
Steel Bores + Pattern
