1) Everfrost, once a hill-giant-free-zone, has now been afflicted with
"Martar Icebear", a red-to-a-30th roamer who is aggressive to all players.
And being humanoid, is ignored by halas guards. I was not able to track
down our good friend Karg Icebear to ask about his wayward clansman, but I
guess there is a quest in there somewhere...still, everfrost is an
exceptional zone, partly because it does not suffer from those horrid
embarrassments to good area design, the hill giants and griffXXXs...now it
has one. Harder to spot, too, since he doesn't fly or stand 30 feet tall,
you have to be right on top of him to see him, and by then it is FAR too
late.
2) One of the most popular resting spots out in the tundra has been taken
over by orcs. On the northern side, near the entrance to permafrost, there
is an enourmous statue of a hill giant, and next to that, a large
temple/pavillion building. I always loved this building when I was hunting
orc mountaineers/shamans and ice boned skeletons, because it was a
landmark, and a safe place to rest because it was out of the path of all
the mobs.
Well, the "icy orcs" have come along and changed THAT :)
There are 5 of them in total, 4 icy orcs, who ring in at around level 27,
and are casters (probably shamans), and the 5th is a named orc at around
28-29 called Redwind. Identical to regular snow orcs, except maybe being a
little bigger (I didn't go in for a very close look, they are all very
deeply red to me). No visible weapons, and they just sit there in the
pattern of a 5 on a six-sided die casting spells on one another.
Again, probably some quest is related to these, but they were being very
closed mouthed on the subject, and I didn't feel like intruding on their
vacation time.

Question, though unrelated to the subject of Everfrost. How do you
derive the levels of a mob when it cons red to you? I've seen this
referenced over and over in posts, but I've never had any numbers come up
conning a mob. Did I miss something simple?

You talk to other players, who've also con'ed them. Ones who happen to be
the right levels to get white con's, and thus the exact level(s) of the
NPC's of interest.

Yeah, one time while doing the langseax quest i was going to give the
meat to iceberg (jack's bear.) A newbie had problem with something
just before that, and i helped him out. I left autoattack on i guess
when the thing got beat down by something.... so I was getting no
"can't reach" message" Well, as you can guess, I clicked on iceberg
to hail it before it ran off so I could give it the shirt for sure. I
must have had attack on because i hit him, and was killed by jack
in about 3 milliseconds. This was with a level 30 shaman. He basically
hit me for like 96, 96, 69, 69 or something. I think iceberg the bear
hit me once for 26 - both red.
Does that martar Icebear guy drop anything?

I have not verified it though, so it is pure speculation from my side (and
rumors), but it seems as a logical solution.

People are STILL killing Karg, apparently just for the pleasure of it. He does
drop a lightstone and Cloak of the Icebear, but it's still a bad situation from
what I've seen.

Hmm, the time I saw him, my group leader decided it would be a wise idea to
try and take him out...despite being red to someone else 6 levels higher.
Anyway, the warrior went down in about 10 rounds with a shaman mana dumping
heals on him, and in that time, I hit martar exactly twice...but made
several aborted backstab tries, so martar immediately turned on me, a
couple of 70 point hits later, and I bolted for the blackburrow zone...ran
straight past the guard, Bandl, and kept on going...Martar had to catch up
with me because I had wolfing, but he was certainly not hindered by the
guards.
Far as I know, no guard will attack a pc-playable race NPC, particularly of
the same race. Martar could be different, but I had to run all the way from
the tundra to blackburrow (making many shouts of warning) and he followed
me the whole way, no sign of any guards.
Well .. I tested him again yesterday ... ran up to him, hit him, ran to the
guards ... they killed him as fast as they could. But I think he runs rather
fast ... maybe he can outrun the guards, I must test that today, once I can
get on again - Chat/login server won't let me in.
Also I'm a Barbaarian myself, that might have some influence too
Anyway, in case you have an evil NPC human form or not trying to kill you
and you run to a goodie goodie guard, he'll most certainly kill it, I think
it's based upon faction - Thus if the NPC have good faction with the guard,
the guard will just watch you while you die.

I can't dispute what you experienced, but maybe Bandl was occupied at that
time, like a goblin welp, by the time he refocuses, Martar is out of his
range? Just speculation. Or Bandl is only "threatening" to Martar, so he'll
only attack if Martar is within melee range.

That's just not true, for example, the troll barshers in the swamp will attack
those human/elf/dwarve NPCs. And from my experience, Jack acts just like any
other NPC guard, and he definitely killed Martar.

Well, guards are very different from other aggressive NPCs...you can tell
the difference immediately in high hold.
Fight a gnoll (or orc), and have the volunteers or citizens pound on it..as
long as you've done 50% of damage, you get the kill, xp, loot..if they do
more than you, then you get nothing and the corpse vanishes.
If a guard inflicts ONE POINT of damage on a mob, there is no way for a
player to get the kill.
Maybe Jack is the anti-martar...I've seen Martar walk past Megan and she
does nothing (But then he also heavily out-levels her).

Implying that karanas bandits enjoy good faction with qeynos guards...now
THAT is disturbing :)

If that's the test for "guardness", then Jack is a guard that wanders.

Martar seems to have a short aggo range, that he won't go out of his
way to kill you, but if you happened to be in his path...I have seen Martar
pummel someone right in front of my eyes then go on his merry way.
No, that is not true. IF you do 50% AND you get last hit you get the
kill. If you are Fighting Hagnis Shralok and have him down to 5% HP and
the Volunteer decides to help and lands the killing blow, POOF no SBH
for you!

Untrue, i have stolen kills FROM guards, but it's very hard. Once i was
fighting one of the NPC paladins in innothule. As you may know, very
tough fight for 17th level Troll, it was a close fight, either of us may
have won, then the Troll Slayer (20th level wandering guard) joined in.
I continued to fight and landed the killing blow and got XP and was able
to loot. In the exact same situation just moments later, the troll
slayer got the killing blow (after i did 90% damage to npc) and POOF no
body.
