For a DE smith, you can get past (50) just in Neriak. To proceed
futher, you will really need to have access to materials in Freeport.
My DE cleric still cannot purchase in Freeport, so I made a half-elf
Paladin alt to purchase for him.
Small banded molds (DE can use these) can be purchased in Neriak
(Toadstool), medium molds in Freeport and large molds from an Ogre
vendor by the river in Feerroot.
Not sure about your high elf.

There's a little quest that's easy to run in FP Underground that
involve a couple NPCs down there (DE female and a dwarf (ask the dwarf
"what message" to get the quest from him)) and the two guys (Halfling
and half elf) standing outside the monk guild. Running this about 10
times or so will get a DE from base "dubious" to at least
"apprehensive" with FP merchants.

Oh god, even easier is doing the Tumpy Tonic quest if you are a brewer.
You'll be amiable in no time. :) Not sure if that does anything for the
guards.

Aye, I did this quest once for what it was worth. Hoever, my half-elf
pally had a startng CHA of about 90. I also gave him a crude stein. I
imagine that the savings he makes in purchasing smithing materials
(which are not cheap) was worth the trouble of creating him versus
raising my faction with my DE and purchasing directly.

Give Tumpy Tonics to the Dwarf in the bar on EFP docks. Start it by
starting the Soul Fire quest. After you get the note from the Paladin
mascarading as a Freeport guard at the militia house, take it to the Dwarf
who runs the blacksmithing shop in NFP. Then go to the bar on the docks and
wait. When the dwarf spawns, give him tumpy tonics.
The quest USED to have an incredibly high exp reward. I know of people who
went from level 5 to level 35 doing nothing but giving the guy Tumpy Tonics.
They fixed it, thankfully, and now you don't get any big exp gain from it.
Just faction. Which is good too.

Aaron gave you the long answer, I'll give you the short.
Get Tumpy Tonics...you can either do that by getting kiola nuts (sister
island in OOT), going to kaladim, give them to some dwarf there, hop back on
the boat to Freeport, and give the dwarf (I THINK HIS name is Tumpy) at the
dockside bar there the tonics (up to 4 at a time...you CAN stack them, I
believe).
OR you can just brew them yourself. It still requires a trip to OOT to get
the kiola nuts so if you're not able to bind yourself in Freeport it's
probably not worth your time. Once you brew them just givem them to the
safe Freeport dwarf. He only spawns in the evening, and there's a
placeholder that you may have to kill, which could be deadly.
Allakhazam's site has the information. Come to think of it, it does sound
like a bitch of a way to get faction up. Forget I said anything. <g>
