Try the back left corner (coming in from EC) of the zone in WC...
right/behind of the tents.

Urm, shadowed men don't have "nice" drops. No rent weapons, ro quest
items, a component you need too make DE cultural armor, and a few gp and
the odd plat. That said I like to hunt them in L'fay myself (because the
zone is so quiet), when I find myself in need of something they drop.
Wolf form is helpful for avoiding the brownie scourge. Other camps are
in WC, SK, LS, and Inothule Swamp.

They're easiest to handle in small groups since sometimes they spawn as
healers. There's a 2 spawn in Nektulos, which is about as small a spawn as
you're going to find. It's difficult to break their spawns where ever you
hunt them, because they respawn really quickly. So if you don't think you
can handle more than 2 or 3 shadowed men at a time, I'd say go with the
Nektulos ones. Otherwise hunt them elsewhere.
As others have mentioned, they're not exactly rich. They drop a few quest
items, coinage, essence of shadow for dark elf cultural armor, but nothing
that's really good to sell or use.

Since it's most likely that you're trying to get a Shadowed
Rapier for the JBoots quest, and since any Shadowed Man camp
is pretty much the same as any other, I'll mention that
there's one at the south end of South Karana. If you hunt
there, you'll have a pretty short trot over to Rathe Mountains
in order to find Hasten Bootstrutter for the final turn-in.
If you have a Druid handy, on the other hand, the WC camp
seems to have a few more spawns. Once you get the Rapier
you can be ported to the druid rings in Feerrott, which is
even closer to Rathe Mountains.
I think its the shadowed men in lavastorm that *dont* run at sow speed.
(might be SK, not completely sure)
There's also a shadowed men camp in Innothule that's good for the rapier.

It's quite possible that this is a druid. In the appropriate level
range, Shadowed Men are awesome exp. They are suceptable to Harmony so
you can single pull, are summoned so the ward summoned line nukes them
with awesome efficiency.
At 24, I could solo 3 shadowed (sometimes with pets) before needing to
med. They were blue to yellow then, with green to blue pets.
I preferred the 4-spawn near KFC, myself. Plenty of room to snare and
run if needed, and a zone line nearby if things go really hairy. Once,
after Harmony the pet of one I pulled took a detour through the mass
of Shadowed Men. Harmony does not remove aggro, it just reduces the
range a lot. That damn pet managed to round up every damn one of them
on it's way over. Damn pet pathing!
I looked like a madman, running for the zone line being chased by a
gaggle of hovering weapons.
You're still DD kiting, which is never good efficiency compared to a
group in a decent spot.
Some spots don't seem so harmonyable. Oh sure the spell affects them
but then you pull and a second comes anyways. I think, in some spots,
they are simply linked and you get two no matter what.
Then there's the necro shadowmen. Their spells hit you just as hard as
yours hit them. They aren't much fun. Add a cleric shadowman and you
got trouble. A cleric shadowman can run an untwinked druid at the
proper levels dry and still be healing themselves as you beat a hasty
retreat (did we mention that all but one spot of shadowmen are
sowed?).
No, shadowmen are pretty low on the list of good mobs to hunt at that
level.
