It is a switch for a disabled trap. After you exit the switch room face the
door to the next nables are and look right. You will see a large pendulum
axe that is supposed to swing down and chop you in half.

The lever unlocks the gate next to it. The gate leads to the jail
area. So, once you go through there, you'll realise that you don't
have to swim to get to where the button is. :-)

i'm pretty sure he's talking about the lever that is down by the 3rd named
shaman, i would also like to know what effect pulling the lever does, but
i'm sure it does not open a gate to the jail
