Is it possible to acquire Dawnguard and Dragonborn for the PC without
needing to use Steam?

I bought the retail box version of Skyrim, rather than buying it through
Steam. So is it possible to get the DLC for this?

Or do the Steam downloads work? (And if so, how often does it force you
to log into Steam after installing them? Once ever, or once every time
you start playing?)

Steam logs in every time but you can opt to play offline. I don't know
what would happen if your ISP was unavailable. Steam downloads work,
you must be online for them to download any upgrades.

Well I don't have the DLCs yet, but the core game requires steam to be
running but not online.

I still haven't let steam update to the latest patch because once Skyrim
was registered and the initial patching done (which it would not let me
skip) I haven't let steam online.

Too many mods in play to want to have some of them become unusable
because the game updated.

Already had one mod I downloaded not be able to be used because that
initial patching broke compatibility.
This is why I *hate* auto patching, I'd much rather download a series of
patches and choose whichever patch level suited me, not the company
(which basically means whatever patch is current when you first
install.)
