Yeah, I had the same problem. I set the weights to:

BARON 99.9
SPIDER 50.0
CYBORG 50.0
FLYSKULL 10.0

and on E1L1, there were NO badies anywhere (except for a few skulls).
On E1L2, there was one CYBORG (in the hallway where you first arrive - very
nasty!) and a couple of Barons (and a few skulls), but you'd expect a lot
more with these weights?

Royce.

I've used values as high as 9.0 and after a few levels, the game would crash,
consistently. So I replaced the doom.wad file and reduced all the values
to below 1.0. Has anyone had this problem? I was under the impression
that the values had to be 0 < x > 1.0 <--- Is that correct, anybody?
You know what will be cool? If randoom placed the spiderdemon and the
other robot demon (two biggest monsters) first, then placed other objects,
we would see more of those clowns.

I don't know what happened to your WAD, but your crashes had absolutely
nothing to do with the weights being > 1.0.

Not anymore. Now they can be > 1.0.

Seek Ye randoom v1.5!

I used the batchfile supplied with it, and MAN did it create some mean
levels. e1m1 was *stuffed* with cacodemons. There was no chance of
survival, at my skill level. I was stuck with a puny pistol. Oh, did I
mention the spider demon? He wa there too. And if that wasn't enough,
once I finished the level (with god mode), I found e1m2 even worse!
There were FOUR Cyberdemons! And they *refused* to kill each other. It
was a nightmare, man!

Randoom 1.5, man. Places the big guys first.
