No, you cannot.

You can look at the character sheet -- if all three were active, your
defense rating would be much higher. But only one can be active at a
time.

Shiver (second) Armour is the best of the three cold armours, for most
situations. Frozen (first) Armour is an option if you're low on skill
points and still want a def boost, since it doesn't have pre-reqs.

I like Frozen better for the monsterfreeze even if it's just for a second...
Yes, Shiver has higher defense bonus but not all that much, and the damage
is too low to do anything.
