Sure, it's already built in with your game. Go to Start - Run - Diablo
II - Diablo II Lord of Destruction.
Click Single Player, Create a New Character, pick a character that you
like, give him or her a name of more than 1 letter. Kazoom, you have
yourself a character.
If you mean character editor, I used a software called Jamella Editor.
I have long abandoned Single Player mode, but I'm sure it will still
work with the current version. Just create a character in Jamella, set
character level to 99, set all skills to 99, set all quests to be
solved, check the Guardian/Patriarch/Matriarch box, save. Open it with
your current 1.10 Diablo and it will automatically convert it to 1.10.
You are all set, phew that was a lot of fun. Now it's time to start a
new character.
With every D2 version, we need a new editor. Jamella was great IIRC
up to 1.06. For IIRC 1.08 and 1.09 we needed Shadowmaster. Now with
1.10 we have ATMA. ATMA only supports importing and exporting items
(muling), and in my experience only works stably with characters that
have been converted to 1.10 (although supposedly it is able to deal
with older formats).
Of course, as mentioned by Alex Holtz, if your editing does not
involve a 1.10 character, you can do your editing first with Jamella
or Shadowmaster, and let the game convert to 1.10 afterwards.
