As I reacall, you've been wrestling with this problem for some time. Assuming
that you have installed the patch correctly and are using the right format for
your variable (magicrepair 1), I am nearly out of ideas on this one.
I have never made a ring or stone or other similar item with repair items.
Would this entail the use of souls? The reason I ask is that I have never done
that either, and I have never experienced any problems in this area. (Plenty of
others, but not this one.)
What I always do is to enchant a sword or shield or helm or curiass. I have
never enchanted any other type of item. I have also never used a bound soul. I
find there's plenty of magic points for what I want to do without this. If you
feel the need for more enchantment points, you can always add damage from holy
places. So the only thing I can think of to suggest is to create two items with
repair, a sword and a shield or helm. See if that works for you. It always has
for me.
If this doesn't work, perhaps it will lift your spirits to know that repairing
magic items is considered to be a cheat. The designers never intended magic
items to be used constantly. It makes the character too powerful. Magic items
were intended to be used only in tough situations where you needed a little
extra help. The last character I played never used a magic item even once.
Well, I did create two items (a weapon and a helm) that repaired items. This
was because my weapon of choice that game was short sword and I got tired of
having to have them repaired every time I went through town.

Full checklist then.
1) Game updated to patch 213? (When you exit to DOS, the version
number should end in 213.)
2) magicrepair 1 in z.cfg? (Not magicrepair=1, just magicrepair 1
on a line of its own. The number one, not the letter L.)
3) Enchanted objects with "repair item".
4) Equipped these objects? For weapons and armor this means holding,
but for gems and rings and stuff, when equipped they appea in the
slots to the left of your character, surrounded by moving lights.
5) Resting/travelling. It helps to un-equip the OTHER items, but
may not work if they are in the cart.
If this does not work, cheat. The free program dfrepobj.exe will
repair everything you own to full quality when used on a savegame.
Normally cheating is, well, cheating. But if the game cheats, I'd
strike back.
