But now, my Primary Skills are Destruction: 95%, Critical Strike: 51%, Long
Blade:72%
My Major are Illusion: 95%, Alteration: 100%, and Thaumaturgy: 28%
My highest Minor is Running: 100%
I practice a Fireball OVER and OVER again to get my Destruction up but it
never goes up anymore! :( I also try chameleon to increase my Illusion skill
but it TOO wont go past 95%. I havent leveled in a LONG time..what do I do?
Also another question, say I did get my 3 Primary, 2 highest Major and 1
highest Minor skill all to 100%, how do I level past that? Do the next
highest skills start counting or what? With all the % left for each 6 of
those to get to 100% would total up to 87 points which would gain me 5.8
levels...leaving me at level 29! People have told me of their level 50
characters and such. How can I possibly get there?

You've become a master of a skill. Progression in other skills is now
limited to your mastered skill -5%. So with 100%, that's 95% max for
others. There IS a way around this. By now, you probably can enchant
magical items in the Mages Guild. Mage an item that increases your
Alteration skill. Don't wear items increasing any other skills. Now your
skills can raise to 100% (because the limit is now 110%, but the 100%
absolute maximum still applies).
So, yes, you can raise your other skills again.

You can't. Not without cheating. Only your best primaries, 2 major, and
best minor ever count. This limits level.
The formulae for leveling is as follows:
[(Current Skill Total) - (Starting Skill Total) + 28] ÷ 15 = Current
level
Skill totals refer only to your best skills as mentioned above, of
course.
Your starting skill total is about 140 or so absolute minimum, making
the max level, theoretically, 32. It is possible to get levels up to
255, but you must cheat to do so (and your minimum level is 215 if all
of your non-Misc skills are at 0%). Just setting level to 255 with an
editor has only temporary benefits, as level gradually decreases to its
actual amount over time. Your StartingSkills value must be set to -3197
for this to work. Lower, and you probably won't reach level 255. Higher,
and your max level with 100% on all applicable skills will be HIGHER
than level 255, but the game won't accept it. This results in a constant
looping of your level, going up to 255, then dropping to zero and
repeating the process.
Anyways, more than you probably wanted to know ;)
the problem is that since your running skill is at 100%, the game considers
you a "master" or running and all other skills stop increasing at 95%. What
you have to do is go to the Mage Guild and enchant an item to improve your
running skill, then the rest of the skills will start increasing as normal.
If you have the money, it's easier to improve all your skills like this and
then it's real easy. It sure is good having a spell book full of spells
thatonly cost 1 mana to cast, the highest being Banish Daedra at a whopping
10 points.
Only if its a primary skill IIRC; I've had running 100% minor pretty
much since I started and no difficulty getting past 95% on any skill
level.
Takes %$$!£ ages at the higher levels tho'...
