The reason I know is because I am Princess Morgiah ;)
No seriously, this is a known bug and some people on this NG found out that
this was a wedding invitation. If you look at the contents of some of the
files in the arena2 directory, there is evidence of such a wedding
(apparently).
As far as I know, the bug appears on every version of Daggerfall, and there
is no official patch.
Recently, Donald Tipton posted a message about this very bug. I'm relying on
somebody else to post a URL to the site, I don't have it with me at the
moment.

I always thought this message was a summons to see Prince Helseth of Wayrest.
(He's in Castle Wayrest in the back behind some big doors.)
This quest is optional regarding completing the main story line. Just as well
perhaps.

(It looks much nicer, centered as it is in the game)
The bug is that the quest neglects to make the letter permanent
before stopping that quest, at which point it vaporizes, as is
usual with expired quest items.

How do you know the letter is about the wedding rather than from Helseth? Isn't
he also supposed to send a letter?
(I'm not saying you couldn't be right, just want to know how you figure it.)
The best guess during the NG's heyday (long past) was that this note was from
Helseth IIRC.

Sure, but I didn't `figure' it, I found it--big difference as no
reasoning is required to find something. I can't figure the sand
on the beach either, but there it is. Logic suxs ;-)
There is a message box in Helseth that says
A page wearing the colors and pale yellow
rose of Wayrest appears silently at your side.
He hands you a letter and disappears as
quietly as he arrived.
but this message is never actually used by his quest script. It is
also different from the delivery text in Morgiah's quest which says
A young lad with the Rose of Wayrest embroidered
on his surcoat appears at your side, hands you an
engraved card, and disappears.
If you search the quest messages (*.qrc) for "Rose of Wayrest",
guess what? That's the only place in the quest universe where
that text appears. Everyone receives an engraved card that goes
missing. Ergo it came from Morgiah's quest. QED.
If you undertake Helseth and Elysanna simultaneous and finish Elly's
quest before Helseth, he is suppose to contact you by courier with
a gold payment for your time, instead of the usual trashy trinket:
A breathless courier shoves a leather pouch
into your hands. A cautious examination reveals
a letter and a sum of gold.
But almost no one will mistake that for a missing invitation to
meet him for the first time.

I know, and I thought so too for the longest time. It makes perfect
sense. How else would we know the time is right to tap on him?
He'll ignore you until level 4, IIRC. Since Morghy waits on level 3,
it's a natural conclusion.
The quest decompiler burst that illusion. The decompiler can,
of course, be wrong. But it isn't likely in this case. The proof
is that changing Morgiah's quest to keep the letter after it
is delivered actually works.

Better you than me, especially considering the abysmally low level of my
computer skills. :-)
