Ok - I finally reached a high enough rank in the Mage Guild to use the item
maker. I capture myself a lovely Dragonling soul, bind it into a Daedric
Longsword and enchant the sword with: Vampiric Effect when strikes, Casts
Spell Magicka Leech when Strikes, Featherweight, Extra Spell points in all
seasons and maybe something else. I also enchanted a Mark and a Ring with
the Repairs Item advantage. Well, lo and behold after only one dungeon
crawling quest, my lovely new sword's condition has fallen to slightly used.
I've already decided to enchant the extra spell points advantage into future
pieces of armor (Once I get some more Dragonling souls, that is) and not
into my weapon. (Hey, I'm still experimenting, after all) My question is -
is there anyway to keep my sword from deteriorating so quickly? I was under
the impression that the Repairs Items advantage would do just that, but so
far, It hasn't done anything, as far as I can tell. ALL my magic items are
deteriorating at a rapid pace. Help!!

Well, these items only function when you are resting. So you have to rest
fairly often, or they can't keep up with the burden. And the more things you
have an item do, the quicker it seems to disintegrate. It may help to include a
repair item effect in the weapon itself.
As a word of warning, if you are looking for game balance, you will not find it
through constant use of magic items. Of course, not all players are striving
for game balance. Certainly I wasn't doing this my first few times through the
game.

First of all you gotta make sure you got magicrepair1 in your z.cfg file in
your daggerfall directory. Now when you put that in, your repair objects will
repair magical items. The less repair objects magical items you got the longer
it takes to repair an item. That means you might have to rest for up to 198
hours. Now make sure that the items your gonna repair aren't equipped. And
make sure your objects that repair items are equipped. I'm not sure that
repair objects in a magical item will preserve it. But I know that putting a
soul into a item will preserve the object. And if the magical object you want
to repair has repair objects in it you can have it equipped too. But if the
object you want to repair that has repair objects as a power is almost broken
you might want to unequip it.

Checklist:
In your z.cfg file, you have included the line
magicrepair 1
(that's the numeral one, not a small L, of course).

You have at least two items of "repair magic" EQUIPPED (for jewelry,
that means they show up on the slots to the left in inventory).

You have the items to be repaired unequipped, but in your inventory
(not cart, house, ship etc).

You rest for a reasonable amount of time.

In these case, it has always worked for me. Be aware that your items
which casts on strike will wear down quickly during a sustained
battle. You may want to make one extra, so you can switch to a fresh
one before it actually breaks.

I avoided this problem by only using passive spells in weapons and
armor. If you use the "when strikes" or "when held" effects you should
expect the items to deteriorate. I put those spells in rings and gems
because they're cheaper. A viable option is to use "when used" spells
in high durability items like shields and armor.

Repair of magical items is only possible if you edit your z.cfg file
to include "magicrepair 1". That turns it on, and you can turn it off
by changing the setting of "1" back to "0". See the patch.txt file in
your Dagger directory for details. It was enabled in the 1.06 patch.

It can get worse! If you have items that increase attribute stats that
are very strong because of high quality material and/or big side effects
your attributes can get REAL SICK! When I first started making items, I
already had a lot of daedric stuff, some trapped souls and a
devil-may-care attitude about using the "bad rep with all" side effect.
As a result, I made some really potent and long lived items. Wore them
continuously thru sveral dungeons (including Direnni Tower twice) for
more than a month. Then, all of a sudden, my enhanced attributes
started heading for the cellar! What really threw me was that I had
been hit by a poison, took a potion or cast a spell to cure it, which
seemed to fix it but a few game hours later I was getting sick again! I
thought this was some kind of after effect of the poison. Went and made
spells of heal for each attribute, cast them on myself but the same
thing kept happening -- almost gave up my character! Finally I removed
the magic items from my person, cast all the appropriate heals (some
several times 'cause I was in BAD shape!) and finally fixed myself up.
Apparently the infernal programming daedrae decided that having the
ability to have such powerful items constantly equipped was too
unbalancing and so they make them go sour after a while -- at least
that's what I think! Am now waiting for these items to repair (they're
coming along) and I won't be so greedy for power in the future! I had
eleven "booster" icons running there for a while, could spit on a
Vampire Ancient & he'd croak! Am finally starting to understand why
some of the "old masters" go out and see how weak a character they can
keep alive and advancing thru the game.

The key to making a long lived and fun character lies in the custom class
maker, and the true heart of rpg'ing. If you make a balanced character that
is the closest to who you are, what you like to do, and what you wish you
were- you will have a long lived character who is extremely fun to play. It
will more or less be an extension of yourself.
My two favorite characters I've had are the Green Arrow and Ash, my custom
classes I based on two heroes I admire. I haven't played as Ash in a while
due to my tremendous luck with Green Arrow. I don't mean luck as far as the
game statistics go, but luck as in me simply lucking out when playing as
him. Just today, I found 2 sets of daedric gauntlets on two different
villains within 10 minutes of each other. And then I found a man who was
carrying 2 daedric cuirasses and one ebony cuirass. All of the "quilted"
style. Not to mention the start of my good luck streak I had last week- the
orcish gauntlets and greaves I found in the Odd Blades, then the Orcish
Cuirass, left pauldron, and helm that soon followed on a dead bodies. I
then took the infamous "Lord K'avar" money-train quest and racked up
approximately 30 daedric cuirasses, 30 orcish dai-katana's, and 30 dungeon
maps. Needless to say, Green Arrow is a very rich man now. Eat your heart
out, Batman. And he seems to find a magic item on one of 4 dead bodies.
Pieces of mithril+ armor appear regularly. Right now I'm just playing to
see what else he can manage to find. Hopefully the rest of his orcish
armor. I'm hoping to replace his daedric boots and right pauldron to orcish
soon... he sort of is sporting the "christmas" look right now.
Right now, at level 17 or so, he is getting way too powerful. He has so
many magical items now. None of which increase attributes however... I
discovered the same problem that you did a long time ago. A few of them are
custom created, but most are simply treasure I've found.
He is still a challenge, only having the ability to use bows, and hand to
hand. All other weapons are forbidden except for short blades. Short blade
skill is a miscellanous skill for him, but if he's hard pressed he can use
his mithril dagger of oblivion or his daedric wakazashi of life stealing.
Even with a crappy short blade skill, he has a speed of 100 so he can still
slice and dice those badasses.
