With Zero Hour the ".BIG" file is called "INIFX.BIG." Using a progarm
called XUCR you can rip the individual INI files out of INIFX.BIG and then
modify them with NotePad. Modifying the size of these ripped ini files does
not seem to be a problem. These ripped INI files must be placed in a
subdirectory called "Object" as in this example:
C:\EA Games\Command & Conquer Generals Zero Hour\Data\INI\Object
XUCR will present a slew of INI files within INIFX.BIG, each pertaining to
specific elements of the game. For example to modify the basic American
Vehicles rip the INI called "AmericanVehicle.INI."
You can obtain XUCR here:
http://xccu.sourceforge.net/utilities/XUCR.zip
You can also, just modify INIFX.BIG with a hex editor, but you can't change
the overall size of INIFX.BIG. However, INIFX.BIG is huge and a nightmare
to edit. And, keep in mind there is a second copy of INIFX.BiG created at
some point in the subdirectory "INI."
Have Fun!
I have no idea if this will work while playing online. But, my guess is the
server version of INIFX.BIG is the one that is used. I've never played any
game online, nor do I intend to.

No, the game detects that you are using a different INI file as your opponent
and will either terminate the game in a mismatch or prevent you from starting
the game in the first place. This has been true of all C&C games.

I personally don't play any C&C games online because in my experience
absolutely everybody else cheats (present company excluded because I have
never knowingly played any of you). I have better things to do with my spare
time than offer myself up up as cannon fodder to some saddo who can only get
his kicks by cheating. I bet they get their connubial kicks on-line too,
typing one-handed ... Over time, the AIs in C&C games have become sufficient
to give me a good enough game on a level footing without having to worry
about whether the other guy is cheating. All that does is heighten the sense
of paranoia.
These days I prefer Medal of Honor and am a member of a clan dedicated to
the end of cheating. But it's a lo-o-ong hard road, and it's refreshing (but
rare) when we find another clan with similar aspirations. It's worth it when
we do though, as they turn out to be really decent people too.
To quote TCIPollina (off the top of my head):
Fight, Win, Prevail
But never cheat.
Fine by me.

Yeah, I don't play online either. I've got a slow connection, plus there's
the cheating issue.

Indeed. In Zero Hour, you're also allowed to play stats matches on *official
maps only* (no easy-win maps anymore).
Also, my firewall doesn't work with CCG.
