Civ3, how do you initiate propaganda or steal technology?

Well, built my Intelligence Agency, and now, I'm trying to figure out
how to use espionage. When I plant a spy, it appears I can only
plant them at the city that:

1. Has my embassy
2. Is the capitol of a country

which is it?


Also, I can't seem to inititate propaganda. I select civ, spy, propaganda,
then I try to select city, but can't select any of them, why is this?

You only have to plant a spy one time... unless it gets caught. Planting a
spy is similar to establishing and embassy. You do it for the whole civ, not
per city.

The spy needs to be planted first in that civ.

Both I would think. You plant one spy per tribe, just like an
embassy.

Maybe it won't let you select a city if you don't have enough money
for the operation.

Yes. I've done that. What I'm describing above is what happens after
I've planted the spy. I know I've planted the spy (Or think I've planted
the spy), because an eyeball appears next to the CivNames on the left
set of buttons in the espionage window.

Any suggestions?

i think the problem is that you're trying to convert cities that live under
a democracy - democratic cities cant be converted it would be useful to have
some kind of govt destabilising option in civ3

Perhaps you are at war with the Civ. I think the whole spy stuff gets
disabled at the point (really strange).

Being at war disables your ability to perform diplomatic actions
through the embassy, but not espionage. You can perform any spy action
during peace or wartime.

Is the enemy civ a Democracy? Democracies are immune to propaganda (you
can change this in the editor, though). Similarly, Anarchy is the most
susceptible to propaganda. For more, see Sirian's Epic 13 at
<http://sirian.warpcore.org/civ3/epic13.html> considered by many as
pretty much the definitive word on propaganda.
