Sometimes, after I've been running a city on maximum food production,
then switch off growth, it doesn't automatically settle out at zero net
food growth, but at far below that, even when there's enough food
squares available to do so. I have to manually assign food production to
avoid starvation - and I don't always notice the problem...!
Presumably that's a known bug, but not one I remember being discussed
here in the past?
