I was expecting the sling to be a restricted weapon only AFTER the
Mage level exceeded the Kensai level.
Can someone please clarify this for me?

I've search in DMG and PHB, but none of the books mention about that. The
books only mention 15 in prime requisite in original class and 17 in the new
one, and once dualed, he lost all abilities of the old class until the new
class' level is higher (actually in AD&D you CAN use old class' abilities,
but once used there will be exp penalties for the whole adventure/quest).
Nothing is mentioned about the restrictions of the old class.
But by "Lost all abilities" I think a dualed Kensai can use missile weapon
again, before the mage class' level is higher. In BG2 dual-classed
characters are somehow treated like multi-classed ones (i.e. valid
dual-class combos are those valid multi-class combos).
Also I found something about Dual-class and Level draining...

When a dual-class or multi-class character is struck by a level-draining
creature, he first loses levels in the class in which he has advanced the
highest. When his different classes are equal in level, the class level
requiring the most experience points is lost first.
The player character is allowed to regain levels lost by level draining,
but until he regains all of his former levels, he must select which class he
will use prior to any particular adventure. Using abilities of the other
class then subjects him to the experience penalties given earlier. When he
regains all of his former levels, he is then free to use all the abilities
of all his classes once again. Of course, he cannot raise his earlier
class(es) above the level(s) he was at when he switched class.
Tarus is a 4th-level cleric/3rd-level fighter. He is struck by a wight and
loses one level from his cleric class, since it is his highest level. If
struck again, he would lose one level from his fighter class. Thereafter he
could regain his lost levels, but would have to choose to act as either a
fighter or cleric. Once he earned enough experience to regain his previous
fighter level, he would not be allowed to advance further in it (restoring
himself to his previous level only). But he could still advance as a cleric
and use his 3rd-level fighter abilities.

Kensai aren't allowed to use missile weapons. Dualled Kensai still have the
restriction because of the requirements for the class.
Clerics have similar rules. A Cleric dualled to Fighter will not suddenly
"forget" that he can't use a sword.

Actually, the kensai/mage can use throwing daggers. My K/M is quite
effective with Firetooth...but she's a lot more effective
dual-wielding Celestial Fury and the Zerth Blade. Buff her up with
Protection from Evil, Defensive Harmony, Blur, Mirror Image, a
strength potion, Stoneskin, Improved Haste, and Tensor's
Transformation, and she becomes a monster of destructive fury, totally
unstoppable. I added a Chaotic Commands to the above, and she cleared
the final Mind Flayer fight in the Sewers by herself, in about 12
seconds. It was awesome to watch, chunks flying everywhere...

The way they handle level drain in BG2 is VERY contrary to the way it is
handled in AD&D. In BG2, the level drain on multi- or dual-classed
characters affects both/all classes. For example, if a level 8/8
fighter/mage were hit by a vampire and lost two levels, AD&D says he's a
level 7/7, but BG2 says level 6/6. The advantage of the BG2 system is that
the level drain is not a permanent thing. You don't have to get all the
experience back by role-playing. You can just cast a little restoration
spell and be done with the whole nasty business. By the way, the BG2 system
for level drain is a construct of D&D 3e.
