I have seen several posts suggesting that they have found the girdle of
hill giant strength early in the game or that viconia had it on her. Haven't
found it and viconia didn't have it. I know there is a girdle for sale, is
this it? Or can it be found elsewhere?

I found one for sale in the Adventurer's Mart. Cost ~14K, IIRC.
