You can't, because you need a wardstone to enter the lower levels of
Durlag's Tower. And there are only three ways to get that wardstone:
two in Ulgoth's Beard, and one in Durlag's Tower itself IF you have
spoken to Ike in Ulgoth's Beard. You can do the upper levels of the
tower, though, but there is no quest there.
But most quests in BG can be done before you get the quest. It simply
means talking twice to the person who gives the quest, once to get it
("I want you to get me the Coconut of Quendor") and once to deliver
the requested item ("Hey! Back already! And with the coconut!").

Well, I'm going by what certain characters in the game tell me
(notably Ike), and from a walkthrough I read. The wardstone I mean can
either be bought for 900 gp from a fellow in the UB bar, or for 500 gp
from the dwarf who ran the shop in UB, or for 300 gp from Ike when
he's doing the tour in the tower. If you don't get that wardstone, you
are not supposed to be able to enter the catacombs. If you did, then
maybe it's a simple fake and it isn't necessary for anything.
Talk about the Tower and about Ike's tour: when the Demonknight
appeared recently in my game to ruin the tour, my main character ran
away with boots of speed on, while the rest of the party was waiting
in the entry hall. When the demon had left, they entered again, and
found the demon had missed one of the tourists. That poor fellow
stayed there the whole game long. Doesn't he get bored?
