Whats up with only 5 spells being available after level 13?

Edwin has 9 on level one and 10 on level 2 ( but thats a ring doing the
extras)

I know that Specialist mages give extra spells. Do normal mages just get
five and specialists get more ?

Edwin is the best mage (all categoris) since he gets an extra spell per
level.

Extra two spells per (spell) level. Plus another extra for being a
specialist.
Quite embarrasing being a mage and the son of Baal, but still having Edwin
steal all the shine.. :-/

So as soon as he hits level 18 he gets 4 level 9 spells? That's a
little bit too powerful if you ask me.

I don't consider removing the XP cap a cheat, as memorizing level nine
spells makes you a less powerful mage for the final battles. I found
three time stop scrolls, bought all the level nines from Ribald, there
are at least two meteor storms available. Use the chain contigency
before you put in the last tear to set up protection from Irenicus
spells. Removing the scrolls from the game by memorizing them actually
made it harder on me to win the game. There's no enemy that can
withstand a timestop, secret word, spellstrike, meteor swarm, timestop,
Abi Dazzim's, Incendiary cloud, prismatic spray, timestop, finger of
death, disintegrate, disintegrate. If it weren't for the demons, my
mage probably could have taken out Irenicus singlehandedly, especially
with immunity to less than +1 weapons combined with protection from
magic weapons. Of course, you have to make sure you have protection
from magic energy up at the time, or you're toast too.

With the protection from magic on you, you are not allowed to cast
spells.

Graeme is talking about "Protection from Magical Energy", not "Protection
from Magic"...
Btw Protection from Magic not only prevent you from casting, but also remove
all other spells in effect.

Protection from magical energy, it's a very powerful spell that makes
you or whomever you choose 100% immune to magical damage.

I was curious about something. Edwin has the possibility to reach level 17,
within the Xcap. My cleric/mage is able to reach level 14/14. If I pitted
Edwin against my cleric/mage, when they both are at that maximum level, who
would be the most powerful?

If this is a hypothetical, I'd go with the cleric/mage. Mainly
because his sequenced spells can include both cleric and mage spells
(especially good for contingency, letting you get off DUHM or
Champions' Strength or similar quickly), giving him twice the options.
Eddy is also barred from divination spells, so no True Sight for him
(cleric/mage casts Improved Invis, or Mislead or the like, and Eddy
can only counter by hurling the odd fireball wherever he thinks you're
hiding), which is where the human mind is always great - the human
player can work out what his enemy's spell choice is likely to be and
then take appropriate measures. And providing you can keep up your
defences, I reckon you've got enough flexibility in spell choice to
test Edwin's defences beyond breaking point (Cacofiend forces him to
spend time casting PfE, and the like). Maybe it's my liking of the
cleric/mage (I still have a gnomish cleric/mage from BG1, with 20 in
wisdom and intelligence = one walking wrecking machine), but I think
that is possible the best multi-class option, even within the confines
of reduced maximum levels inside the XP-cap. And just as the final
caveat, the end result is also largely dependent upon who knows which
spells, and which items each person has (Edwin with robe of Vecna and
amulet of power is a whole different story, and possibly swings the
balance decisively in his favour).
