I was, however, somewhat more surprised to find out that the
mercenaries and monks appear to keep on respawning and respawning, like
the ever-respawning (and scummable-for-XP) army of Yaga-Shura in his
siege camp before you kill the giant himself.
Is this an unlimited respawn, like that - i.e. intended to simulate
Balthazar sending his entire army after me (and equally scummable for
XP, in the hope of getting my party some more xp - currently they're all
on about 6.5 million, apart from the main one who has about 6.9 million,
and I don't think I can make it to 8 million with the little that
remains in the game)? Or will it eventually finish (i.e. will I be able
to wander around the streets of Amkethran safely without having to kill
Balthazar first - I certainly expect the ambushes to end once Balthazar
is dead)?
And will I *EVER* get the chance to kill Saemon Havarian, who
richly deserves it for the number of times he's tried to screw my party
over?

This is scripted and, IIRC, if you kill enough of them then the attacks
stop.

I *really* hope he makes an appearance in NWN and they give us the option of
screwing him over royally, if Bioware don't do it then I really hope some
other DM does - it would make for a great game!

You could go back to a previous save and get the satisfaction of killing him
when the Githyanki attack the ship. That's lots of fun, worth doing at
least twice IMO.

He can be killed at sea (after the Sahaugin attack) and in his ToB cave.
He'll escape at other times or the game will crash. I believe the best
method is Aerie's 3 * flamestrike sequencer. 30 to 480 damage is sufficient
recompense in my humble opinion... Hmm... Imprisonment and Flesh to Stone
seem like reasonable repayment also.
