Does anyone know about the "Fabled Nymph's Cloak". After freeing
Ragefast's Nymph, she SAID that she presented me with a "cloak made of her
hair". But when I check my inventory, I only have a lock of her hair. Do I
need to take the hair to someone to have it made into a cloak?
Any input would be appreciated.

Yes, if you take it to the Sorcerous Sundries, you can have it made into a
Cloak (I believe you first have to refuse selling the lock to the owner...).
