Is it possible to play BG in multiply without
using a specific IP adress?
For example though a BG site with people who
want to play (hosing site)?

Yes, you can multiplay BG without using a specific IP address.
Through a point-to-point modem, a serial cable, or a regular LAN
using TCP/IP or IPX.
You can use GameSpy - it takes care of that for you.

But that's not really what you wanted to know, right?

Finding a BG site with people who want to play - there aren't any.
(I'm not counting HEAT - it's slow, cumbersome, and most of all,
for some reason it doesn't work on my browser.)

The best you can do to find people to play, is post here, or on
Interplay's TOSC message board. (Then again, for that you will need to
exchange your IP addresses - what's so bad about that anyway??)
