Five Flagons Playhouse quest.
Where/what quest is that? I forgot..
Go to the bridge district and look for Five Flagons on your map.
It's interesting, I had the exact same question today, and
in the end I looked on the web to find out where the boots were
(they're in the, ahem, prison).
The weird thing is, I'd already been there but I never picked up the
boots - perhaps I chunked the guy who was supposed to have them.
I'm just going to cheat them in, so that my monk no longer
runs past my kensai like Speedy Gonzales on amphetamines ...

The first one I got from the Underdark. In the Asylum maze there is a
machine that accepts Mithril tokens: 15 tokens nets you a boots of speed,
and I used my remaining 5 to get a Boots of the North.
The second pair I got from the Planar Prison which is accessed by going to
the Sigil Troupe Theatre in the basement of the Five Flagons Inn, Bridge
District, and doing that quest. If you have Aerie in your party you will be
summoned by Quayle and he will ask you to help his friends out, but merely
visiting the Sigil Troupe Theatre will begin the quest. Tons of fun,
especially for fans of the original Star Trek!
Planar prison...I remember that this quest was sorta hard. Will I be able
to solo it with a level 9 paladin? Interesting... I always thought that I
got the boots of speed quite early in the game, but in my last run through
SoA, I did the planar quest quite late. If I remember correctly...once you
enter the planar prison, you cannot leave it or rest (heal) yourself until
you finish the quest right? What happens if I enter it then realise that I
cannot complete the quest because I'm not strong enough/dont have enough
heal potions?

You are allowed to rest virtually everywhere in the game, including the
planar prison.

Some parts you can't. It tells you to either rest outside or go find an
inn.

I almost missed them last time through (actually did miss them, and had to
reload). As I recall, they're on one of the guys you fight right at the
entrance, so it's easy to forget to loot them after talking to the escaping
slave.
