Anyone else gotten these? I also found Scarlet Letters as well. I haven't
been able to get any in game info or clues. Anyone heard anything?

They're part of the new player quests added in this patch. At the
outposts, you can now get books that describe the quests - basically you
find a letter, go to one of the low-level dungeons to get it stamped,
then turn it in for an item. The gold letters are rarer than the red
ones.

If you go to one of the outposts with a new character, you'll get a full
description of what's going on. As I understand it, the quest items are
usually pretty nice mid-level items.

Try to give it to a contact in a newbie town from a different heritage group
than were it was stamped, you are supposed to get better loot.

NB initial testing has revelaled that its fixed loot, I got 2x3 stamina
potions in yaraq from two red letters....

Lots of spoilers, so don't read this if you want to find it yourself.

Each starter town has an Agent -- find him and talk to him and you'll
get a pair of books. One gives instructions and a list of other
Agents. The other tells you about key locations in town -- including
which dungeon has the stamp. Stamps are on quest timer.

Letters can be found on low level critters. Gold letters are harder to
find.

Letter + Stamp = Stamped Letter (read for a bit of lore). Take it to an
Agent in another starter town of another heritage group. Order isn't
important -- A Holtburg stamp taken to Yaraq gives the same item as a
Yaraq stamp taken to Holtburg.

Alluvian + Gharu'ndim = 60al leather armor (gold: adds impen 2):
Holtburg / Al-Araq -- Basinet
Holtburg / Samsur -- Buckler (40al)
Holtburg / Yaraq -- Leggings
Lytelthorpe / Al-Araq -- Girth
Lytelthorpe / Samsur -- Bracers
Lytelthorpe / Yaraq -- Boots
Rithwic / Al-Araq -- ? (probably breastplate)
Rithwic / Samsur -- Pauldrons
Rithwic / Yaraq -- Sleeves

Alluvian + Sho = weapon (gold: adds weapon mastery 2):
Holtburg / Nanto -- ? (probably mace)
Holtburg / Shoushi -- Dagger
Holtburg / Yanshi -- Sword
Lytelthorpe / Nanto -- Spear
Lytelthorpe / Shoushi -- Bow
Lytelthrope / Yanshi -- Axe
Rithwic / Nanto -- Unarmed
Rithwic / Shoushi -- Crossbow
Rithwic / Yanshi -- Staff

Gharu'ndim + Sho = other stuff:
Al-Araq / Nanto -- Strength Bracelet
Al-Araq / Shoushi -- Arrows (gold: elemental)
Al-Araq / Yanshi -- ?
Samsur / Nanto -- Healing Kits
Samsur / Shoushi -- Frost Wand
Samsur / Yanshi -- Lightning Wand
Yaraq / Nanto -- Stamina Elixirs
Yaraq / Shoushi -- Acid Wand (gold: adds life mastery 2 and mana conv 2)
Yaraq / Yanshi -- Fire Wand (gold: adds item mastery 2 and mana conv 2)

A quest timer is a timer in the game that keeps you from completing the
quest within a certain amount of time. If the quest timer is 24 hours
then you cannot complete the quest until 24 hours have passed since the
last time you completed it.

Uhm, it's simply the time you must wait before REPEATING a quest, to
prevent people from camping a quest.

A brilliant idea from Turbine, just a pity they put some on ridiculous
timers e.g. Refining Choizite.
