Stupid file format question

Looks like the Commander Keen modding forum is down @ keenmodding.org,
so I thought I'd ask my question here.
I was curious about how the file formats were read, so I've been reading
the ModdingWiki @ http://www.shikadi.net/moddingwiki/Commander_Keen_1-3.
Unfortunately, a lot of it it is hard to understand since I know
nothing about modding descriptors. Right now I'm stuck at understanding
the Commander Keen EGA Header on page:
http://www.shikadi.net/moddingwiki/Commander_Keen_EGA_Header. I can't
figure out what those numbers on the side are and how to interprete the
sections within the file.
Please let me know.
