1) If your max health is higher than the amount you can heal up to, it's due to your
neck board causing your client to give you double the amount of bonus health it's
supposed to, but the server knows better and won't let you heal above your actual max
health (which is lower than your displayed max health). The same thing applies to
armor and to your nano energy levels.
2) The coders at Funcom are working all weekend to patch the patch and hope to (knock
on wood) have it in place on Monday.
Other than the max health issue, I've encountered two mobs (in the same mission) who
could only be hit by 'special' attacks. My Gripo gives me "Aimed Shot" and that's
it, so after I'd attacked them, I was screwed. By leaving the mission building and
re-entering, hiding and using Aimed Shot (repeat as necessary) I was able to
eventually take them down, but it was a real pain in the ass.
I hope they do get it fixed by tomorrow...

Happened to me pre-patch, too, I seem to remember - running out of
that room worked as a workaround (normal attacks worked again). Or it
was on the test server around 12.61, in which case I'm sorry I didn't
report it.
